This framework compares a programmatic approach to change with a place-based, collective impact approach. Both approaches have their value and are appropriate depending on the aims and context of the change.

How could this framework be used?

We think this framework can be helpful in differentiating between a programmatic approach in a place from what we call a place-based approach, which is a particular way of working, and aims for community-centred systems change.
